1. Consultancy
(a) 1994 – 1995: DHV of Netherlands/Halcrow Rural Management of UK
– Rural Credit Specialist in a multidisciplinary
study/facilitation team working on the Participatory Action and
Research and Evaluation component of a rural development program
study in Akwa Ibom State.
(b) 1994 – 1995: DHV of Netherlands/Halcrow Rural Management
of UK – Economist on a multidisciplinary Environmental Impact
Assessment (EIA) team, which established database of the study
area, set up a system of impact of possible program options of the
feasibility study stage. Contributions to intensive Participatory
Rural Appraisal (PRA) exercise carried out in over 100 villages in
the study area, which carried out a pre-cursor to the
Participatory Action Research and Evaluation (PAR&E)
(c) 1995: United Nations Development Program (UNDP) – Rural
Credit Consultant in UNDP assisted development program in Akwa
Ibom State (3rd Country program). Charged with the specific duty
of identifying rural credit groups to pool resources for onward
credit disbursements to themselves.
(d) 1996 – 1997: Niger Delta Environmental Survey (NDES) –
Participatory Rural Appraisal(PRA)/ Participatory Learning and
Action (PLA) trainer and Supervisor. He also worked as the rural
credit trainer in the survey. Worked in a multidisciplinary
development and environmental survey in the Niger Delta area of
Nigeria – covering Akwa Ibom, Rivers, Bayelsa, and Delta States.
Actually involved in training change agents and facilitating the
establishment of community savings and credit schemes with the use
of participatory techniques.
(e) 1997 – 1998: Development Innovations Network (IRED) –
Trainer and Supervisor for NDES PRA/PLA program in the Niger
Delta.
(f) 1997: Department for International Development (DFID) –
Carried out Literature Review into the effects of migrant farmers
activities in Cross River State forest reserves. This rainforest
is among the world’s largest existing forest reserves that may be
completely deforested in the nearest future if adequate measures
are not put in place.
(g) 1997: Niger Delta Wetland Centre – PRA/Rural Credit
Specialist in Akassa Development Project, Bayelsa State. This
project was funded by LIVING EARTH and STATOIL.
(h) 1998: UNDP – Socio-economic Consultant – carried out
baseline data survey in 15communities of Akwa Ibom State.
(i) 1999 – 2001: Shell Petroleum Development Company of
Nigeria (SPDC) – Community Development Adviser – Advising the
multinational corporation on sustainable project implementation
strategies in its turbulent Niger Delta communities
(j) 2001 (Feb): Project Manager, Fresh & Green - Using
PRA/PLA methodology to work with communities in Akwa Ibom State.
Collecting information on the communities and facilitating the
communities to prioritise their community projects while drawing
development plans with help of Local and State Government
intervention in communities.

(a) 2001: Commissioner, Akwa Ibom Revenue Mobilization and Fiscal
Commission – Saddled with the responsibility of advising
Government on ways and means of increasing the internally
generated revenue base of the State.
(b) 2002- 2003: Special Adviser, Bureau of Youth &
Culture, Akwa Ibom State – superintending over the government
bureau that supervised the activities of youths and cultural
dynamics in the State.
(c) 2003 - 2007: Honourable Commissioner, Ministry of Youth
and Sports, Akwa Ibom State -superintending over the ministry and
directing implementation of government policies on youth and
sports development.
(d) 2007 – 2008: Honourable Commissioner, Ministry of Economic
Development and Chief Economic Adviser, Akwa Ibom State.
(e) Vice Chairman, Akwa Ibom State Executive Council (EXCO)
Committee on the implementation of the Akwa Ibom State University
of Science and Technology (2007-2008).
